三、作为部门书记，自觉坚持民主集中制原则，以身作则，廉洁自律，能与班子成员精诚合作、共谋发展。注重电力仿真与控制工程中心实验室建设，在领导开展横向科研项目的同时，及时转化和利用科研成果于教学活动，使仿真中心的培训能力、规模继续处于全国先进行列。注重教学质量管理，组织指导教师的培训和考核，使指导教师的业务能力、教学水平得到提高。

今年以来，我当真履行“第一责任人”的职责，将争创优秀基层党委作为工作目标，围绕不乱抓党建，围绕发展抓党建，围绕进步基层党组织执政能力抓党建，抓好党建保不乱促发展。夯实工作基础，探索工作方法，立异工作机制。围绕全面建设社会主义新农村这个中央，抓班子、带步队、促发展，党委自身建设得到了加强，党建基础性工作得到了夯实和规范，促进了全镇经济的发展和社会的不乱。

一、明确职责，增强做好农村基层组织建设工作的责任感和紧迫感

农村基层组织建设水平的高低直接影响着农村的不乱和发展。作为党书记，就要始终高度正视农村基层组织建设工作，不断强化党建工作责任，努力施展好党书记的'主角'作用。

1、制定党建工作责任目标。年初，我镇召开多次会议，广泛征求意见，结合我镇实际，当真研究制定了党建工作年度计划，理清了思路，明确了任务，提出切实可行的目标和措施。

2、落实基层党建日常工作机制。主要是健全党建工作例会轨制，每半月至少召开一次党建诸葛亮会，专题研究一次党建工作目标落实情况，党委成员汇报所包村工作进展情况，分析存在题目，共同商量解决题目办法，确保党建工作责任落实到位。落实村支部书记抓基层党建专项述职轨制，重点述抓基层党建工作思路、工作成效、经验、后进党支部整顿工作措施、存在题目、原因及解决方法。

3、加强党委自身建设。一是，加强组织员办公室建设，充分施展其功能，抽调三人专门负责。二是，坚持一季召开一次民主糊口会、坚持每周五下战书学习日轨制，坚持常常与班子成员谈话轨制。增强班子的凝结力，不断进步解决复杂题目的能力，维护不乱的能力，发展经济的能力。

二、明确工作重点，不断晋升农村党建工作整体水平

发展高于一切，不乱压倒一切，党建保障一切。因此我们牢固树立了抓党建就是抓发展、就是保不乱的观念，充分熟悉抓好农村基层组织建设工作的极端重要性，切实增强责任感和紧迫感，围绕'三强'(强碉堡、强步队、强基础)目标，凸起'四抓'举措(村级班子建设抓轨制，党员步队建设抓素质，基层基础建设抓阵地，总体农村基层组织建设抓品牌〉真正专心、用力、用法，努力推动农村基层组织建设工作上台阶。着力抓好以下四点:

1、抓枢纽，促进转化。按照'分类施治、凸起治乱、一村一策、究根治本'的工作思路，结合“驻联帮解促流动”，我们在详细工作中按照“六抓”的工作思路对后进村进行管理整顿。

一是抓思惟转化。通过调查了解，个别座谈，反映该村斗争意识较强，思惟僵化，观念沉旧，小农意识较浓。通过开党员会，看电教片，入户做工作，使他们开始以发展的目光看题目，不翻历史的旧帐，使很多党员群众意识到，村里发展落后于其它村的原因就是他们之间的争斗，削弱了争斗意识，能够理智地看待村内的矛盾。

二是抓矛盾解决。解决了互相告状、打架的题目，解决井位前移，浇地的题目，并硬化村内道路途300米。我和主管副书记也切身包村，结合驻村工作组一行三人切实匡助解决这些实际题目。促进后进支部如期转化。

2、抓机制，带好步队。抓好农村基层组织建设，农村党员干部步队是主力军。在工作中我从以下三方面入手，激发农村党员干部的积极性。

一是深入推行农村干部目标承诺治理。在实施中我们严格按照《关于进一步做好农村干部任期目标治理工作的通知》要求，进一步细化实施方案，规范操纵程序，制定简便实用的考核办法，通过公然承诺给村干部建账。北高昌、峪山庄、北放水等村通过任期目标承诺治理轨制的推行，确定了明确的量化指标，对农村基层干部治理有了抓手，也增强了其做好工作的责任感，激发了农村干部干工作的积极性、主动性、创造性。南水北调、张石高速保阜高速三项工程同步推进，对我镇群众利益带来很大的影响，征迁安顿工作量大，情况复杂，任务十分艰巨。但是因为各村农村基层干部任前进行过目标承诺，赢得了泛博群众和党员的信任，各村当真梳理和解决工作中存在的难题和题目，在上级没有明确答复意见的情况下，创造性解决了开荒地、折合亩换地等挫折，对一些户与户、村与户、村与部队占地存在的纠纷，千方百计积极协调，从而确保了征迁工作顺利推进。

二是搭建农村党员施展作用的有效平台。东高昌村支书边可耐承包了五十亩地，搞蔬菜种植，高昌屯支书刘占奇承包了土地搞植种，峪山庄支书带头搞薯粉加工，山阳庄村干部刘柏林带头搞果树种植，北放水党员魏志恒在安新租地1000亩甜玉米种植和蕃茄植种，西山阳村主任边玉龙敢于走出去办厂，带出去我镇大批剩余劳动力。

3、抓基础，建好阵地。村级组织流动场所是农村开展各项流动的主要阵地，也是为党员群众提供教育、服务的必要举措措施，是农村基层组织建设的一项重要任务和基础性工作。我镇党委捉住有利时机，把阵地建设与新农村建设相结合起来。现有在建北山阳、庄头、南高昌、西山阳两室4个，明年再争取改、新建3个，使'两室'建设整体水平全部达标。

4、抓亮点，创出品牌。在抓典型培育工作中我开始留意强化品牌意识。一是继承培树北高昌、峪山庄、东山阳三个提高前辈经验典型。北高昌村刘孟虎带领导两委一班人在继承庆都山二期开发的同时，绿化荒山，开发旅游，修桥建路，跑项目引资金，使集体资产增值，壮大集体经济，又投资15万元，完成了涿鹿山的绿化和环山路的修建，不久将成为又一个休闲旅游的景点。峪山庄村重点对村内环境进行整治，村内将规划出一条几十米宽的贯串东西的中央公路，30%的农户实现沼气化。二是培树北山阳食用菌、高昌屯蔬菜制种两个特色村典型。东高昌成立了种养殖协会，建立了两个专业党小组，促进了工业的发展。使之成为展现我镇基层党组织建设工作水平的窗口。从今年开始，我镇力争抓出3-5个'五个好'党建示范村。三是培树基层干部典型。每半年开展一次党员培树流动，树立遵纪遵法典型，助人为乐典型，带头致富典型，七一前夕预备投入5000元对典型给予物质和精神奖励。

三、工作中存在的不足及下步工作打算

固然工作中有一定成绩，但是我感觉还有不小差距。当前，农业和农村工作形势发生了深刻变化，农村基层组织建设面对着很多新情况、新题目，在市场经济前提下如何由行政命令向服务引导转变，如何施展好农村基层党组织的作用，如何调动农村干部积极性，我们还存在诸多不适应，详细工作中还有良多的薄弱环节。

一是管党责任没有得到很好的落实。抓基层党建精力不集中，办法未几，力度不大，有些轨制和措施还没有落实到位，专项经费投入不足。

二是农村'两委'班子的整体状况还令人担忧。信访形势严重。

三是后进支部如期转化题目依然凸起。后进村村情复杂、矛盾凸起，难点题目仍未解决;没有'两室'。转化任务艰巨。

四是农村基层组织建设缺乏亮点。各村品牌意识不强，党建工作还没有形成汇聚上风和集成特色。

对此，在今后的工作中要通过以下方面当真加以解决：

一是继承抓好党委班子建设，进步驾驭工作全局的能力。以打造“三型”机关为目标，加强领导班子自身的建设。

二是抓实村级班子建设。在抓好村级干部学习教育的同时，对个别班子进行“微调”，进一步优化班子结构。同时完善后备干部人才库，培养新气力，贮备后备气力。继承推进“一制三化”运行机制，深入开展“一建双带”和“无职党员设岗定责”流动。

三是继承加强党员提高前辈性建设，夯实基层党组织的组织基础。加大对基层干部党员的教育培训力度，使他们转变观念，切实为群众解决实际题目。

三要做处事办事的公开人。现在，农民群众经济上盼致富，政治上盼民主，这是农村社会的一大进步。通过“两公开一监督”理论的学习，使我认识到，农村支部书记必须适应这一要求，坚持把话说明，把事办明，坚持做到公道、公正、公平，不打自己的小九九，为大多数群众着想，要依据法律法规、村规民约，不丧失原则，不凭感情、看面子。不论对自己、对群众，还是亲朋好友，都一视同仁，牢记宗旨，勤政为民，公开公正，让群众真正放心满意，赢得群众的信任和拥护。

四要做说到做到的办事人。“喊破嗓子，不如做出样子。”群众最讲实际，他们往往不是听你说了什么，而是看你干了什么，干的成效如何。作为农村支部书记，就要做群众的“贴心人”，要把群众在想什么、盼什么、关心什么作为工作的着力点，把解决群众所急、所盼、所想作为密切党群干群关系的首要工作抓实、抓好，解群众忧，暖群众心，切实让群众说党好、说村干部好。

五要做带领群众致富的带头人。发展农村经济，带领群众脱贫致富，是村支部书记的第一职责。通过“发展都市农业、增加农民收入”理论的学习，我清醒地认识到，没有实力为群众办实事，处处向群众伸手的村支部无论如何也难有凝聚力;没有实力帮助农民增加收入，村干部再节俭，群众也不会说你称职。因此，在新的形式下，必须立足本村优势，瞄准市场需求，不断探索发展壮大集体经济的多种实现形式。或依托资源、区位优势，搞好引进引办;或通过土地合理调整归并，面向社会租赁承包，进行集约经营，提高土地承包费用，增加集体收入;或通过提供水、电、路等基础服务，鼓励、扶持个体私营经济组织的发展，适当收取管理费壮大集体经济实力。特别是针对一些群众一家一户办不了、也办不好的事情，村支部书记要想在前头、干在前头，通过牵线搭桥，积极为群众提供政策、信息、技术，以及产前、产中、产后服务，想群众之所想，急群众之所急，真心实意为群众搞服务，只有这样，我们党在农村的执政基础才能坚如磐石。

六要做维护稳定的有心人。新形势下抓好农村稳定这一敏感的工作，必须采取积极主动的稳定工作思路和务实的工作方法，才能事半功倍，长治久安。要做好农村稳定工作，一要处理好治标与治本的关系。就是通过加强村级事务规范化管理，把土地承包、合作医疗费收取等涉及农民群众切身利益的政务和财务收支事项真正向群众公开，自觉接受群众监督。二是处理好稳定与发展的关系，力求实现根本意义上的稳定。支部书记要通过理清发展思路，调整产业结构，壮大集体经济实力，使群众在发展中得到实惠，在发展中实现根本意义上的稳定。

思想认识不到位，造成了在学习方面总是被动，认为自己是做具体工作的，学不学与学多少理论都与工作无关，继而造成了学习上抓的不紧，主观上放松了学习，使工作能力难以提高;服务群众意识不够，有时存在官僚主义作风，没有把群众当亲人进而造成服务群众观念意识不强，在处理个人之事和群众之事时，常常是轻重缓急颠倒;工作标准要求不高，质量要求不严，工作中有时偏离干一行爱一行的精神和全心全意为人民服务的宗旨，没有按照高标准，高质量的要求去认真完成每一次任务，工作中被动应付的较多主动上手的少;通过学习，按照在党的群众路线教育实践活动工作会议上的讲话精神要求，结合本村实际要求做一名新时期基层党建工作的带头人，通过整改切实需要做到以下几个方面的提高;加强学习，提高认识通过学习系列讲话精神，市委五届三次会议精神，要把时代脉搏，提高工作动力，改进自己的工作方法，提高自己为人民服务的本领，多向同行们学习，吸取他们的经验，弥补自己的不足，扬长避短，把学习和工作相结合，通过工作加强对学习内容的领会，做到学用结合。加强班子成员的沟通，明确班子成员职责，发挥班子的整体合力，加强班子凝聚力和战斗力。不断提高为民服务的意识，把群众当亲人，始终把群众的事放在心上，做到凡事群众的事先办，快办，必办。做到急群众之所急，想群众之所想，权为民所用，利为民所谋，情为民所系，处处时时都要做到群众贴心人，认认真真让群众也把自己当亲人。

事例一，清明节时乌兰色太社温挨林一家上坟祭祖，由于一时疏忽自家有癫痫病的女儿点燃大火，将邻居刘志高等人林木烧毁，当时听说这两家有过节，事情不容易解决，就把事情上报森警处理，闹得两家人要上法院打官司，后有领导提议让村里把事件接手回来调解，经多次努力，使两家圆满达成赔偿协议并握手言和。

事例二，4月14日郭家湾突起大火，经村干部，村民和防火队奋力扑救，大火被扑灭，过火面积60多亩，其中有村民育苗地定植油松1600多和部分杏树杨树，但找不到失火原因，防火队撤离后我与刘村长不放心，对失火周边认真巡查，功夫不负有心人，查到电线杆时发现是电线杆短路造成的大火。后经多次与电力部门沟通协调，由农电局协调保险公司赔偿，为村民挽回十万余元损失。通过两件事情的解决，我深刻的认识到只要用心就没有办不到的事。

二、我们村实施了整村生态移民，为了维护和谐稳定，使移民户移得出，能致富，以自治区“五个一”千村扶贫工程为契机，我与村主任各带头组建了以育苗绿化，采收沙棘果山杏，松籽等为主的林产业合作社，带领闲散村民增加收入，以种植保护地蔬菜和养殖的养殖合作社解决村民就业难的问题，现已初见成效。

三、抓制度和作风建设，加强村两委班子自身建设，完善民主议事制度，提高党员队伍双学双比能力，村支部成立以我为组长的农村基层组织建设领导小组，从建章立制入手，建立和完善了基层党建各项制度、规范了民主制，三会一课制度，三到两强驻村入户制度，四定便民服务制度，村务公开，民主理财制度等，以制度改变面貌，由我带头成立矛盾化解领导小组，由有威望的老党员，老村干部组成，把历年来难以化解的矛盾逐一排查化解，村两委成员，包村干部分片负责，及时发现化解新矛盾新问题。村里有重大事项严格实行“532”工作法的心得民主决策机制。通过抓党员和支部作风，对于在发展经济中的双学双带作用明显增强，支部在信息技术和惠民政解读等方面对广大党员群众服务，通过狠抓思想作风建设，切实改变了村干部和广大党员的工作作风。现在我村共有新老党员36名，女党员5名，年轻党员占党员总数三分之一，在发展党员时，支部严格履行发展党员的程序，建立预审制度，通时继续做好入党积极分子的培养工作，今年推荐培养入党积极分子3名，并建立谈心和定期考察制度，使一些优秀的大学生，退伍军人致富带头人加入到党组织中来，认真培养了村级干部后备干部3名，加强了村两委的储备力量，做到后继有人。积极认真开展了基层党组织星级评定管理工作，深入细致的思想发动，广泛宣传星级评定管理得目的意义，切实做到了家喻户晓，党员干部自觉接受，群众普遍理解，激发了基层党组织和广大党员创先进、争优秀的积极性。

四、根据本村实际情况，制定出了行之有效的三年发展规划和五年扶贫计划。

五、扎实推进乡风文明大行动，提高农民的思想道德素质，增强遵纪守法意识，严格按照旗文明办规定的评选程序评选出“十星级文明户”两户，善行义举四德榜4名，吸引了广大人民群众积极参与创建星级文明户活动，为全面建成小康社会创造良好环境。

六、响应国家号召，建设社会主义新农村，作为*村党支部书记，深感自己责任重大，时时处处以一个共产党员的身份来严格要求自己，力求为本村及全村村民谋利益，在自治区十个全覆盖工程实施以来，积极配合上级主管部门，努力完成这项利国利民惠及百姓的惠民工程。我村涉及的项目由危房改造、农网改造、户户通等。并多方协调争取7.6公里通村公路建设。随着社会的不断进步，我深信*村在村“两委”班子及全体村民的努力下，一定会建设的更加美好，更加富裕。

一年来，本人在工作中虽然取得了一些成就，但也存在着很多缺点，还有许多工作使村民不够满意，今后我将以一个党员的标准继续为*村父老乡亲们服务。
