乡党委下辖有21个党支部，共有党员477人。21个党支部中，有机关党支部1个、学校党支部2个，卫生院党支部1个，社区党支部1个，农村党支部15个。、乡村、位于乡东南部，距乡人民政府7公里，共233户，1063人，耕地面积1600亩，幅员面积13.2平方公里，全村共有党员29名。村是乡也是全县后进村之一，其党支部长期存在党员管理混乱、工作机制不健全、党建工作无保障等问题，需要大力整顿。

二、主要做法

今年以来，乡党委结合我乡基层党组织的实际情况，紧紧围绕抓党建促发展这个中心，大力推进党的基层组织建设，基层党组织的创造力、凝聚力和战斗力不断提高，取得了一定成效。特别是在整顿后进党组织村党支部方面，采取了多项举措，在一定程度上实现了后进村的提档升位。

1、加强组织领导，制定整改方案。为加强对后进村整顿工作的组织领导，乡党委成立了由党委书记任组长，党委副书记、人大副主席、副乡长为成员的工作领导小组，并召开了党委会专题研究，制定了《关于整顿后进党组织村党支部的工作方案》，明确了总体思路、整顿内容、目标任务、完成时间等，为后续工作奠定了基础。

2、加强摸底调查，掌握实际情况。为全面掌握该村实际情况，后进村整顿领导小组多次深入村，重点围绕经济发展、党员管理、群众诉求等内容，进行了实地走访调查，通过调查我们发现，村主要存在以下问题：一是村党组织长期缺乏凝聚力和战斗力，二是党员队伍管理混乱，三是党建工作保障不力，四是工作思路不清晰，五是工作机制不健全，六是群众合理诉求长期得不到解决，影响村情稳定。这些都为以后的整顿工作提供了 3、加强教育培训，提高队伍素质。把提高基层党员素质作为一项硬性任务，从教育培训入手，全面提高农村基层党员的思想政治素质和科技文化素质。6月份，乡上聘请了全乡青年党员和群众进行了为期两周的创业培训。同时围绕党的群众路线教育实践活动，举办了法治宣讲、当前形势专题报告会，为全乡党员干部解析了当前发展形势和惠民政策。这些活动都加强农村党员的科学技术知识和法律知识等理论知识的教育，提高了广大基层党员的素质，不断增强他们“带头富、带领富”的本领。

4、加强工作保障，合理资源配置。一是健全村党组织领导班子。为更好的开展各方面工作，乡党委从政府机关下派了一名农村工作丰富的同志，担任村的支部书记，同时，配齐村主任、文书、专干等，领导班子得到了健全。二是建好活动阵地，合理安排一部份财政资金用于维修村“两室”，彻底解决两室破烂不堪的问题，使其能够满足党组织办公和党员开展活动的需要，同时要加强管理，配全制度和办公用具。

5、加强制度建设，确保运行规范。乡党委坚持以健全和完善基层党组织制度为根本，注重加强制度建设，在农村基层党组织中建立健全了党建工作目标管理制度、党员教育管理制度、党组织生活制度、村务和政务公开、民主管理制度等一系列基层党建工作制度，进一步完善了党的民主集中制，规范化了基层党组织和党员的行为，使农村基层党组织建设整体水平有较大提高。

6、加强工作指导，提高工作实效。根据我乡实际，我们要求各党支部在发展新党员时，必须保证年龄在35岁以下，大专以上文化程度的人数，从而改变我乡党员年龄结构和文化结构。同时，我们专题学习了新党员发展细则，为各村支部书记讲解了新的要求和规定，对党员发展材料的办理进行了指导，确保了少出错、不出错。

7、加强监督检查，建立长效机制。乡党委定期对村支部的党建工作开展情况进行检查，对工作不到位的地方及时提出批评和指导意见，对工作不力导致出现问题的，追究领导责任，并及时总结不足，研究下步改进 措施，真正把党建工作落到实处，有效的促进了党建工作的开展。

三、存在问题

1、党员年龄结构普遍偏大，导致党员队伍缺乏活动。有些年龄大的党员由于年迈体衰，丧失劳动和工作能力，无力在经济建设和社会事业中发挥重要作用。

2、党员文化程度普遍偏低，在社会主义建设中很难起到带头作用。有些年轻党员虽然在理论水平、文化素质、技术能力和生机活力等方面占有优势，但这部分党员流动性强，也难以有效发挥作用。

3、缺乏凝聚力、号召力和战斗力，缺乏干事创业的信心和勇气，缺乏带领群众共同致富的精神和能力，不能充分发挥应有的作用。少数党员受拜金主义和享乐主义的影响，宗旨意识和理想信念弱化，党员意识有所退化，只顾个人小家庭，对国家和集体的事不管不问。

4、工作方法简单，缺乏实效性。不能把上级布置的党建工作任务作为推动工作的动力及有利条件，反而当成工作负担。把开展组织活动仅限于传达上级文件和中央精神，读书读报，不能把开展活动与本村、本单位的改革与发展有机结合起来深入讨论，解决实际问题，学习缺乏针对性、目的性，学习深度不够；组织活动变成了业务工作会，失去了应有的政治性、思想性和严肃性，对党员的思想动态过问较少，思想教育的方法很少采用。

四、几点建议

（一）花大力气抓好软弱涣散基层党组织的清理整顿工作，属于支部班子或负责人缺乏战斗力和组织领导能力的，要及时调整，上级党组织要及时下派优秀干部任职。同时，抓好流动党员的教育管理工作结合流动党员的实际，采取有效措施，切实规范流动党员教育管理工作使流动党员的教育管理走上规范化的轨道。

（二）进一步加强党员理想信念、宗旨意识、作风建设、学习能力等方面的素质，增强广大党员的发展和创新意识，提高他们“带头富、带领 富”的本领，把党组织的战斗堡垒和党员的先锋模范作用展现在各行各业、各个岗位上，探索出一条开创农村基层党建工作的新途径。

（三）选派机关干部回村任职，配齐配强党支部班子。对选人难的村党支部，选派优秀的机关干部到村任职，充实村班子；同时，在选人上做到思想解放、视野开拓，大力从有文化的优秀青年中培养入党积极分子和后备干部，促进党员干部队伍结构的优化，以有效解决党员、干部后备力量不足的问题。同时明确任期目标，以一手抓党建、一手抓经济来强班子，带队伍。

后进支部整顿自查报告

根据市委关于进一步加强后进村党组织整顿建设工作的要求，切实解决后进党支部不符合新形势发展的要求的问题，我镇认真落实后进村支部转化工作精神，狠抓落实，以党的群众路线教育实践活动为契机，现已对我镇村进行了工作整顿，现将整顿情况自查如下：

一、成立组织，加强领导，深入基层，制定方案。

首先，镇党委高度重视，把这项工作作为开展党的群众路线教育实践活动的一项基层性工作来抓，在整顿工作开始之初，就成了由镇党委副书记同志为组长，镇纪委副书记、监察室主任、组织员为副组长，驻村干部为成员的后进支部整顿工作领导小组，对村实际情况进行摸底排查，掌握 众意见，及时开展批评和自我批评活动。其次，认真落实各项工作制度，增加工作透明度。为此，镇领导小组要求各村特别是后进整顿村对重大事项必须严格按照工作程序召开支部、两委、党员及村民代表会议讨论决定。每季度对村务及时公开，有领导小组进行专项检查，对不符合要求的进行通报批评。通过制度的落实，村的党务工作及民主管理工作取得了明显改观。

四、民生、工程经济发展取得实效。

通过后进支部整顿工作，村确立了经济发展目标及为民办理的实事好事项目。通过不断的努力，已取得良好效果。

五、积极开展帮扶工作，发挥党员先进模范作用。

镇党委要求全体机关党员，建立党员帮扶计划，实行一对一的项目帮扶，帮扶对象和帮扶人要确立帮扶目标，帮扶名单公布上墙，接受群众监督，取得了良好的效果。
